A decade connected by information
─ Regional value development after the Kumamoto Earthquake
The 2016 Kumamoto Earthquake caused widespread and simultaneous damage to buildings,
lifeline infrastructure, transportation networks, and regional activities through a sequence
of strong seismic events.
Beyond recovery from damage, the post-earthquake period in Kumamoto has been
characterized by continuous efforts to adapt and refine how information is generated,
shared, and used in practice.
This special issue focuses on how information has supported recovery and reconstruction
processes and how its role has expanded toward sustaining regional activities and creating
new value. The information addressed here is not limited to damage data.
Rather, it encompasses data supporting design and operational decisions, mechanisms
enabling coordination among multiple stakeholders, and knowledge derived from disaster
experience that informs subsequent actions.
Through contributions spanning infrastructure recovery, road and logistics management,
operation of regional hubs, tourism, and community participation, this issue highlights
how information has functioned across sectors and phases; and how disaster experience
has been incorporated into existing design and operational frameworks.
Some initiatives that began in response to the Kumamoto Earthquake have since become
nationwide efforts.
By sharing the background and practical use of information in these initiatives, this special
issue aims to provide reference points for regions addressing recovery, reconstruction,
and regional development in the face of future disasters.
